
| John Best, is founder and president of Capitol Entertainment Services, Inc. CES is a District based tour bus company established in 1979. In addition to providing guided sightseeing tours of the national monuments and memorials, his company specializes in the "African American History Tour of Washington, D.C." His company also operates the only licensed proprietary tour guide training school in the District of Columbia and has graduated over 125 licensed tour guides from the CES Tour Guide Training School. | ![]() |
John Best holds a bachelor of science degree in History and a masters degree in Psychology. Prior to starting Capitol Entertainment Services, Inc, Mr. Best was employed with the District of Columbia Superior Court as a probation official. |
Mr. Best's has extensive involvement in the tourism industry. He is a member of the governing board of the DC Chamber of Commerce and the executive boards of the D.C. Committee to Promote Washington. He also serve on the board of the Luke C. Moore Academy. Beyond his involvement as a businessman in the tourism industry, he has worked very hard to expand the economic opportunities of the tourism industry to District residents and businesses. |

Sightseeing Tours
CES began operating as a licensed tour operator in 1979 by
offering an entirely new tour product to the tourism industry of
the nation's capital and that was the "African American
Heritage Tour of Washington, D.C.." While CES
offered a wide variety of guided sightseeing tour of the Nation's
Capital including tours of the national monuments and memorials,
the company became nationally known for its unique heritage tour
which features African American historical attractions.
CES Tour Guide Training School
In 1985, CES was authorized by the District Government's
Licensure Commission to operate the "Capitol Entertainment
Services Proprietary Tour Guide Training School" as a non-
degree post secondary training program. CES have graduated more
than 125 tour guides from its school with 96% of its graduates
obtaining a tour guide license from the District Government.
Additionally to employing the graduates to conduct CES tours,
step-on guide service is sold to tour bus groups visiting
Washington.
Charter Bus Service
In 1990, CES was authorized by the Washington Metropolitan
Area Transit Commission (WMATC #193) as a motor coach carrier and
began operating its own bus fleet. The company is also authorized
by the Department of Transportation (USDOT #477173) and the
Interstate Commerce Commission (ICC #MC239589). Currently the
company operates a small fleet of 21 and 31 passengers tour
buses.
