2002 - Present -Uniform Law Commissioner, National Conference of Commissioners on Uniform State Laws
A Mayoral appointed position. Represent the District of Columbia in 114-year old national organization which promotes uniformity in state laws where uniformity is desirable and practicable. Draft and recommend uniform laws for adoption by the legislatures of the 50 states and the District of Columbia; serve on Drafting Committee to Revise Model State Administrative Procedures Act and Study Committee on an Administrative Procedure Act for Interstate Compact Entities.
2003 - Present -Member, District of Columbia Historical Records Advisory Committee
A Mayoral appointed position. The Historical Records Advisory Board receives, reviews, and makes recommendations on all grant applications to fund historical records projects in the District of Columbia. The Board also makes recommendations to the Mayor on collecting, preserving, and conserving historical records of the District government.
2001 - 2004 -Member, District of Columbia Board of Appeals and Review
A Mayoral appointed position. Made final administrative determinations, and provided final administrative remedy sustaining, reversing or modifying actions from which appeal is taken, or dismissed or remand cases under its jurisdiction. Rendered decision in licensure, permit, civil infractions, zoning, and certificate-of-need cases.
1987 - 1997 -Acting Administrator/Attorney Advisor, Office of Documents and Administrative Issuances, Washington, D.C.
A Served as acting director and principal advisor in the D.C. Office of Documents and Administrative Issuances, providing legal and regulatory expertise in the compilation, codification, editing, and general preparation of the official legal publications of the District of Columbia; personally reviewed and approved or rejected more than 7,000 agency regulations, and 800 Executive Orders and administrative issuances.

A 1986 - 92 Advisory Neighborhood Commissioner (Brookland, SMD 5A09) 1992 Chairperson; chaired meetings of 14 other Commissioners and advised the D.C. government on official actions affecting the Commission area comprised of approximately 30,000 persons with an annual budget of more than $50,000.
